The National Portrait Gallery announced the first-prize and subsequent award winners of the 2019 Outwin Boochever Portrait Competition at a special press preview of "The Outwin 2019: American Portraiture Today" on Friday, Oct. 25, 2019 at the Smithsonian National Portrait Gallery in Washington D.C.
