This ceremony took place on February 7, 2009 at the U.S. Navy Memorial & Naval Heritage Center in Washington DC. Vice Admiral Adam M. Robinson, Jr., Surgeon General of the Navy and Chief of the Bureau of Medicine and Surgery, was the guest speaker.
